Facebook ads are structured into 3 different levels: Campaigns, Ad Sets, and Ads. 
 
Campaign Level
 
This is the first level of a campaign structure, where you'll choose an objective for your ads. The objective is what you want people to do when they see your ad. For example, if you're running an eCommerce store and you want to get sales, then your objective would be Conversions. 
 
Ad Set Level
 
The ad set level is under a campaign. This is the level where you can choose your targeting strategy. Under a campaign, you can have multiple ad sets, which allows you to segment the audiences you are targeting for your ads. This is also where you'll choose placements, ad sets 
 
Ad Level 
 
This is the last level of the campaign structure, where you'll determine elements of the ad including the copy, the image or video, and an action button to get what you want people to do. You can have multiple ads within an ad set so that you can test different variations.
